The Curaçao Port Authority (CPA) hereby extends an invitation to you and your organization to submit by March 31, 2024, if interested, a non-binding and non-exclusive development concept for the Grote Werf.

This concept should encompass experience information, portfolio, project team, and a high-level business case, all in accordance with the provided development guidelines. This submission will allow us to proceed with the process as delineated on page 19 thereof. Please be aware that this invitation in no way confers any rights, privileges, or commitments on the part of potential investors/developers. CPA retains full discretion and the sole right to evaluate, rank, and select the preferred development option, and this decision may be made at our sole discretion. Furthermore, CPA reserves the right to unilaterally decide at any time to terminate, cancel, postpone, amend, or otherwise alter this process.

In the interest of transparency, we invite questions pertaining to this process, which can be submitted prior to January 15th, 2024. We will compile and share the answers to these questions with all invitees to ensure clarity and fairness throughout this evaluation process. We encourage all potential investors/developers to provide their proposals based on the provided guidelines. Each submission will be thoroughly assessed, and our decision will be made with a focus on the best interests of the project and the downtown district.
